Open Highway E - 761, first cooperation project in Serbia and
Montenegro
Country / region and cities:
Serbia interior, cities: Uzice-Pozega-Cacak-Kraljevo
Partner organization (s):
" Academica", Uzice - Executive Office of the
Programme
"Forca",Pozega
"Sretenje", Pozega
"Civic parliament Cacak"; Cacak
"Iskra", Kraljevo
"KVArt", Kraljevo
"Ogledalo", Kraljevo
Duration of the project:
2005 until 2007 (project start 1st January 2005)
Short description of the project:
The Project proposal involves three-year strategy and activities
aimed at establishing regional network for fostering artistic
practice and influencing current and future cultural policies,
both of the four municipalities in central Serbia - Uzice, Pozega,
Cacak and Kraljevo, and of the state.
Project congregates several NGOs with artistic, cultural and public
work background in order to improve their capacities and skills,
to raise awareness for culture and arts in local communities and
to produce, promote and maintain contemporary art projects and
initiatives. The Project is building up foundation for regional
and statewide networking in art production. The proposed model
of collaborative network assures that each member actively contributes
to the mission, values and aims of the Project.
Longer description of the project:
Cultural situation in Serbia is marked by numerous and complex
polarities between the inherited and the new (coming) cultural
system and its values. The old institutional structures have to
be reformed and de-etatized in order to take active public role,
while the new cultural system is still in process of establishing
itself within the civil sector.
As in most transition countries, the cultural infrastructure had
been extremely extensive in Serbia. Still, the quality of its
real resources - technological, human and financial, is obsolete
or even of very low value. This infrastructure was not up to the
need to face and deal with necessary update of cultural policies.
In all four cities, though, there are venues relatively adequate
for standard cultural events. The most urgent need is for venues
where creative youth can practice alternative art expression.
This lack is sporadically complemented by the efforts of civil
sector.
Mission of the Project is to establish a sustainable model
of a cultural network in order to strengthen and support the creative
resources in cities, to build and utilize the capacities of the
local communities and to support contemporary art production focussing
on innovative and socially engaged forms. The cultural network
influences development of ppropriate cultural strategies on local
and regional level.
The program level is developed through 3 action lines of the Project
and focused at:
- Art production
- Capacity building
- Raising public awareness
The project wants to achieve the following:
