Following the independency of Montenegro in May 2006 the Swiss Cultural Programme (SCP) changed its working procedure and priorities in Montenegro for 2007.
The Special action line replaces the Small actions budget line of SCP SEE and Ukraine (which is no more applicable for Montenegro).
Besides this Special action budget line for Montenegro the Regional Small actions of SCP SEE and Ukraine are still open to Montenegrin participation. But the main organizer of a Regional Small Action has to be resident in one of the countries where SCP has a local office. Special action line for Montenegro

The Swiss Cultural Programme South-East Europe and Ukraine (SCP) invited selected non-governmental organisations and associations from Montenegro active in the field of culture to present project-proposals for a cultural initiative. The closed call was launched in April 2007.

Pre condition for support was that the project-proposal must address at least one of the regional programme priorities of the Swiss Cultural Programme by aiming to:

. Build up the professional capacity of artists or cultural organisations, especially young or emerging practitioners

. Develop cultural debate within society

. Support innovative cultural creation; or

. Extend equal opportunities and human rights by supporting cultural diversity
